[Building Sakai] Certification Tool in Sakai 10

Thanks Brian,
                          I did move past quite a few errors now stuck with

[ERROR] Failed to execute goal on project certification-tool: Could not 
resolve dependencies for project 
com.rsmart:certification-tool:war:10-SNAPSHOT: Failure to find 
com.rsmart:rsmart-common-tool-lib:jar:10-SNAPSHOT in 
http://source.sakaiproject.org/maven2-snapshots was cached in the local 
repository,

and this is my dependency declaration
<dependency>
       <groupId>com.rsmart</groupId>
       <artifactId>rsmart-common-tool-lib</artifactId>
       <version>${sakai.version}</version>
     </dependency>
any ideas ?
