[Building Sakai] Certification Tool in Sakai 10

The most current version we use is here:
https://source.sakaiproject.org/contrib/rsmart/certification/

You'll probably still have to make some pom adjustments to get it
working, and its bound to a 2.9.3 version of sakai, not trunk.
