[Building Sakai] Android Devices Won't Download Sakai Resources

I was wondering if this was a problem in 2.9, which we upgraded to, so borrowed a developer's Android--it seemed to work fine for gif and pdf, but I didn't know where to find the thing I downloaded, the developer had to show me. Apparently there is a down arrow that appears at the top of your screen and you are supposed to know to swipe down on it to open your downloads, then pick an application to view it with. 

So maybe if these are new Android users, maybe they just don't know where to find it? iPhone just launches a new browser tab and opens it so you can see it, then you can decide if you want to download it and it tells you how to find it--Android doesn't coach you at all.

It was filed for 2.7 (SAK-21968) but there is no action on that so either it was deemed user error, or it was fixed naturally.

We've had several users report that Android mobile devices won't download 
any files from Resources in our Sakai 2.8.x instance. The problem only 
seems to affect Android - all desktop browsers are fine, as well as Apple 
devices. FWIW, we're running the content hosting patch to direct file 
downloads to a different host. 

Has anyone run into this already? Is it a known bug in Android or Sakai? 

The best description I have of the problem (I don't have any kind of 
Android device myself) is that you click to open a file, and it just 
sits there downloading forever until you cancel the operation.
