[Building Sakai] Android Devices Won't Download Sakai Resources

Hi Kevin,

Would probably need more details,

I can confirm on the 2.8.x nightly (
http://nightly2.sakaiproject.org:8081/portal) on Android 4.3 (Nexus 7) I
can upload and download without any problems with the built in Chrome
browser.
Also on a Android 4.2.2 (Galaxy S4) I can upload and download without
problems with the built in browser.

Many versions of Android have their own built in browser so I think that
would be a deciding factor, unless it's related to the content hosting
patch which I'm not able to as easily test. I don't have an old Android
device (2.x, 3.x) readily available to test on which may be a problem. I'd
usually recommend to download Firefox and try that, which should be
available for all versions of Android.
