Hi,

Yes you copy the tool registration out and then edit it and it will
override the built in one in the tool. See

To limit site creation by user type, adjust the site.add.X permissions for
the user role in the realm. They will only get the options you tick. So
remove site.add.course and users wont be able to create course sites.

For changing site type, you could edit the sakai_site db table. If going
from project to course then this probably wont work as you wont have any CM
data setup, but going the other way should be ok. Alternatively, recreate
if that is an option.
