[Building Sakai] grading an assignment can substitute instructor's marked-up student submissions, one for another

What looked at first like student cheating turned out to be instead an Assignments bug when using Chrome or Safari.  SAK-24425 has an explanation and a patch to fix.

(We are working on a second patch to make more evident that the student submission as displayed to the instructor for grading is in fact only a copy of what the student submitted, a copy for the sole purpose of instructor mark-up.  This other patch will come in a second Jira issue.)
