[Building Sakai] Turnitin Quartz job won't unblock

Yeah. We're getting complaints. I know we're getting some reports back
though, so it's not totally broken. The issues I've seen are errors due to
sites or assignments not existing with TII. I haven't been able to
investigate further yet.
