[Building Sakai] 2.9.x issues

2.9.2-rc03 is just a binary build of 2.9.x, so I assume it's a problem with
your local machine / local build.

https://qa29.longsight.com/ seems to be working well.  We haven't merged
any large changes into 2.9.x since rc02 a couple of weeks ago.
