[Building Sakai] Inconsistent Navigation desktop vs Mobile Sakai

Hi Evan,

The mobile view lists all tools, including the synoptic ones in the home
view.  The quickest way to make them semi-consistent is to hide all
synoptic tools in the mobile view (in pda.css).

Longer range there are several efforts to make the mobile site more of a
site dashboard.
