[Building Sakai] Code review of oAuth

The typical process for this would involve creating a JIRA and
attaching a patch to the JIRA for review. If you do that you are
likely to get more people looking at it.
It is also a good idea to highlight it at the CLE team meeting on
Thursday at 10am NY time (that's 3pm for the UK).
