[Building Sakai] !user.template - how does it work?

It doesn't get consulted on lookups for ContentHostingService I
believe, although it does get consulted on lookups for the site
service.

My guess is that it provided an elegant solution for allowing all
users of type staff to create new sites but preventing users of type
student todo so.
