[Building Sakai] samigo unable to create test using markup

Karen,

FYI: We have another Sakai version 2.8 on our test instance with the same
security patch, but this samigo has no difficulty to create an exam with
markup text.

I've tested and confirmed samigo 2.8 twice.

Do you have any idea why this patch only causes us a trouble?
