[Building Sakai] Sakai 2.9.1 and tomcat 7

For 2.9.0 and onwards these artifacts are in Maven central. And yes this is
an indie.

Sounds like a proxy issue. You need to configure Maven ~/.m2/settings.xml
with the proxy settings:
