[Building Sakai] Sakai 2.9.1 and tomcat 7

I double checked with our network people and they confirmed that we are not
behind any proxy. However, when I changed

http://source.sakaiproject.org/maven2/org/
sakaiproject/message/sakai-message-assembly/ 

into secure connection

https://source.sakaiproject.org/maven2/org/
sakaiproject/message/sakai-message-assembly/

it went through. 
but can't proceed into central.maven.org/maven2/org/sakaiproject anyway.
Any idea please?
