[Building Sakai] Basic LTI tool addition workflow

Hi all,

Does anybody know of a document describing the general workflow for adding
a basic lti tool to a site?

It seems confusing to me that site maintainers need to know the launch url,
key and secret for the tool when those things have already been configured
in the admin tool. I'm wondering whether I'm doing things wrong, I suppose.

I'm talking about Sakai 2.9.1 (ish) here.
