[Building Sakai] Hover Text on the side panel

[Mustansar Mehmood]

This problem is not that evident anymore, however it is there on the 
nightly server screen atached.  I am on linux/firefox. I wonder what is 
the difference between nightly and 2.9.x as far as the default skin is 
concerned.
