[Building Sakai] Hover Text on the side panel

That server is 2.9.x_all, so there shouldn't be any difference.  Feel free
to create a Jira, but specify this is for Linux (ubuntu?) FF.  I have a
feeling Sakai doesn't support this version of FF, but maybe someone will
pick it up.
