[Building Sakai] Hover Text on the side panel

The 2.9.x QA server doesn't have this problem:
http://nightly2.sakaiproject.org:8087/portal (for Chrome, FF and Safari on
Mac).  Let me know if you're able to reproduce this on that server with
your browser.
