[Building Sakai] Turnitin Quartz job won't unblock

Good to know TII is planning to fix it. I went ahead and applied the code
change from https://jira.sakaiproject.org/browse/TII-143 onto a server
outside our production cluster while still pointed at prod data, and it
appears to be slowly cleaning these up now.
