Hi all,
I share Omer's confusion about what to do for 2.9.x.
As this is a serious issue affecting production sites, I think there's a case for treating it as a bug and updating the 2.9.x branch with the working solution (rather than regarding it as a new feature which sites can adopt if they wish).

We, at Yale, have just backported the Web tool from Sakai-10(trunk) into our Sakai 2.8.x. So far it works out great for the mixed content issue.

I am looking for the patch that open the web content tool to pop-up in new window to resolve the mixed content issue..
I checked following JIRA and I am confused which one is doing this feature.
