[Building Sakai] Web Content tool to open in new windows for https

Hi,

I am looking for the patch that open the web content tool to pop-up in 
new window to resolve the mixed content issue..

I checked following JIRA and I am confused which one is doing this feature.

We are running 2.9.x branch r126187. Please let me know if any school 
implemented this feature and the patches they used.
