[Building Sakai] Drag and drop folder upload

"Firefox will follow within a few months".  While generally I would 
agree, if the point made earlier is correct at this functionality was 
first added to Chrome 21, then that was back in July of 2012.  It's been 
a lot more then a few months, if firefox still doesn't support it.
