[Building Sakai] Drag and drop folder upload

Right, if it is was core functionality, like posting a forum response, then
of course we support all possible browsers.  But if it's an optional way to
save time in Sakai that only works with recent browsers, and it doesn't
touch the existing core functionality, I don't see why we would have a
requirement to wait until all browsers support the functionality.  Chrome
will lead the way implementing new features like this and Firefox will
follow within a few months.  I don't see any reason to pause on optional
features to wait for the less-innovative browser vendors.
