[Building Sakai] Drag and drop folder upload

Yea, here's the open ticket in Firefox which hasn't seen a ton of activity.

and the attribute is currently called webkitdirectory. This is kind of like
the split between audio recording where there was supposed to be a standard
on <device> but everyone came up with their own thing still.
I agree with John and Sam that as long as it's optional I don't have a
problem seeing it get in, but it might need additional work down the road
to support other browsers. I also don't like the concept of "drag and
drop", but it looks like it supports a kind of "click and select" which
this hopefully should also support.
