[Building Sakai] Windows 7 64bit and Sakai 2.9.2 WebDav

Sam,
This is failing on our Sakai 2.9.2 production instance with Windows 7
64bit. I just reverted the SAK-19592 patch, and now Windows 7 64bit is
working just fine. The only issue is that it is slow to upload
documents, but that seems to be a Windows issue not a webdav issue.
Thanks to everyone with all of your assistance with this issue and
pointing me in the right direction.
Please let me know if there is anything that I can do to help with this
issue, like testing, coding, ect.
