[Building Sakai] Windows 7 64bit and Sakai 2.9.2 WebDav

I also have a Windows 7 32bit version that I am going to install and 
setup on a virtual machine to use for testing, to see if this issue is 
isolated to just the 64bit version of Windows or not.

I also have the resources to get Vista and Windows 8 if people would 
think that would be a good route to take for testing the WebDav 
functionality.
