[Building Sakai] Windows 7 64bit and Sakai 2.9.2 WebDav

Aren't there a patch or two for WebDav which are reverted for CLE 2.9.3 [currently at RC03 level] ?

Is https://jira.sakaiproject.org/browse/SAK-19592 one of them?
