[Building Sakai] Windows 7 64bit and Sakai 2.9.2 WebDav

I agree, while Windows 7 (and other versions of Windows) have always had
*some* issues with Sakai dav (mostly because we aren't implementing all the
property retrievals it wants)  basic operations seemed to work. We'd
usually still recommend a client like Cyberduck that worked 100% of the
time, but I can see the usefulness of mapping a drive and not spending the
money for a more reliable client like WebDrive.

In any case, the comment I just noticed in SAK-19592 in 2.9.2 would lead me
to believe that this is what is causing this recent problem.

Also, webdav is soooo slow on Windows 7. This is a client side problem (it
looks like it keeps trying to detect a proxy?) and the fix is here:
http://support.microsoft.com/kb/2445570

Removing this patch and applying the client side fix actually make the
Windows 7 dav not super bad. Though when I upload it doesn't seem to
refresh the window. The file uploads successfully but I have to manually
refresh to see it.
