[Building Sakai] Windows 7 64bit and Sakai 2.9.2 WebDav

Neal,

Thanks for the information.

I am going to try and role back this patch and see if things get better 
in my tests.

I also wonder if I could just use the dav code from the cle 2.9.3 tag in 
2.9.2, if that is all tested and working better.
