[Building Sakai] Updated documentation - Re: Binary install of 2.9

Hi,

I've updated the Binary Release Guide to point to Tomcat 7 documentation instead of Tomcat 5.5 .

If someone from the CLE release team could please review the documentation to confirm that the documentation looks correct now, it would be much appreciated.
