[Building Sakai] Binary install of 2.9

Hey Gregory,
Tomcat 7 is what you should be using. Luckily the switchover is relatively
simple. However, the documentation you linked to is incomplete. There's one
additional change you must make to the conf/catalina.properties file, which
is documented as Step 9 on this page:
https://confluence.sakaiproject.org/display/BOOT/Install+Tomcat+7. I would
recommend running Step 10 as well just to avoid the warnings you'll get
otherwise.

As for the messy state of Confluence, and why there are two complete sets
of 2.9 documentation, I sympathize. Any time I'm trying to look up
something there I find three or four outdated or incomplete pages but
almost never the right answer.

What I'm most surprised about is that the "binary" distribution of Sakai
isn't runnable as-is. Shouldn't it come with a pre-configured Tomcat, like
demo does?
