[Building Sakai] WEBDAV vs. IE downloads

Thanks for your reply, I'm sorry – I didn't explain that properly.
These are 2 separate (I think) issues (I'm actually using Cyberduck <G>)

The IE downloads are from the Sakai GUI web application / Resource tool, not via WebDAV
When this is fixed for the web app – WebDAV for all of Sakai breaks regardless of the tool / browser / OS you're using to connect.

As an aside, we abandoned the idea of supporting WebDAV natively in the browser or OS at Delaware. We recommend using Cyberduck now.

So here's what I've recently discovered (using 2.8.1)
The problem started with IE users not being able to download files from Sakai resources. I found this issue and added this line to /tomcat/conf/context.xml as the fix specified

 <Valve className="org.apache.catalina.authenticator.NonLoginAuthenticator" disableProxyCaching="true" securePagesWithPragma="false" />

However with that line in WEBDAV stops working. I remove the line – and WEBDAV works again.

Short of alerting IE users to change browsers, is there a fix where both of these services will work ?
