You need to go to the trunk version of lesson builder.  The code from many years ago (by Zach I think) was for a 2006 demo:

But it was for a pre-release of IMS CC 1.0 - the spec changed before it was released and broke all that demo code.

I would make sure that LB 1.5 is on a trunk server and try to import a cartridge there.  It should work.
