[Building Sakai] understanding sakai presentation of site

OOTB Sakai, the portal page is the site:

http://localhost:8080/portal/site/!gateway

You can make changes to that site or create your own custom portal if
that isn't flexible enough for you (little more involved).

The main CSS styles are located in

webapps/library/skin/default/portal.css
webapps/library/skin/default/tool.css
