[Building Sakai] AuthenticationManager query

When calling authenticate on UserAuthnComponent in the 1.3.x kernel, 
authentication fails with ExternalTrustedEvidence due to the user not 
being in Sakai. Isn't the whole point of ExternalTrustedEvidence 
precisely that authn has been done outside of Sakai?

I think this used to work in 1.2.x kernels. Anybody any idea?
