[Building Sakai] sakai 2.8.1 - FCKEditor can't work with Vietnamese language

Certain html elements & attributes are not allowed (though span is supposed to be "safe"). You can change what elements/attributes are permitted by downloading the source and changing the formattedtext.properties file (just be aware that the reason some elements/attributes are disabled is for security). I would try a couple things:

1) Change the language preference to something other than English and try to save the same announcement (it looks like formattedtext.properties was incorrectly localized and this may be a bug, but something easy to fix).
2) Try adding some simple, unformatted text
