[Building Sakai] sakai 2.8.1 - FCKEditor can't work with Vietnamese language

Hi all,
Maybe FCKEditor can't work with Vietnamese language.
I downloaded sakai-demo-2.8.2, and run by start-sakai.bat, I use "Thông
Báo" tool (Annoucement) and create one test message formatted with size
xx-large. An error message show:
Thông báo: The HTML tag <span> is not allowed in formatted text.
The HTML tag </span> is not allowed in formatted text.
I tried to test create message with some formatted, and the tool always
reported ".... not allowed in formatted text". Plz help me how to fix it?
