[Building Sakai] velocity-tools-1.4 and batik-1.5-fop-0.20-5 not found in repo

Hi Mike,

They should both be resolved to central:
http://central.maven.org/maven2/batik/batik-1.5-fop/0.20-5/
http://central.maven.org/maven2/velocity-tools/velocity-tools/1.4/

I note in the build there is a warning, and there is no POM for those in central either.
