[Building Sakai] velocity-tools-1.4 and batik-1.5-fop-0.20-5 not found in repo

Hey Steve,

There must have been something wrong with my local repo, as when I 
removed the velocity-tools directory from my local repo, things started 
to download correctly as they had before.

Sorry for mucking up the list....
