[Building Sakai] velocity-tools-1.4 and batik-1.5-fop-0.20-5 not found in repo

I am trying to build the site manage tool and can't find the following 
to jars durring the build.

velocity-tools-1.4.jar
batik-1.5-fop-0.20-5.jar

I have checked the source.sakaiproject.org/maven2 repo and found the

http://source.sakaiproject.org/maven2/batik/batik/1.5-fop-0.20-5/ but 
there is no pom file associated with the jar in the repository.

I have checked for the velocity-tools directory in the repo and that one 
is not there at all.  Is the repo having a issue right now?
