Ok so you want to set the default JVM language to Mongolian as well so that it uses that by default.

In your JAVA_OPTS, add:
-Duser.language=mn

You may also need:
-Duser.region=MN

but that is generally reserved for specific regions within a locale (ie en_AU, en_GB etc)
