[Building Sakai] Assessment Migration from Bb (WebCT) CE8 to Samigo

Hi Mike, Nguni and Nate,
Thank you for your additional comments for the use of Respondus.
I had tried but unfortunately Respondus itself didn't work for
Japanese tests and quizzes. Respondus is NOT UTF-8 transparent so that
Japanese characters are squished like the attached screenshot.
I think that it is time to enjoy the XML hell to translate IMS QTI
files exported from WebCT CE8 in order to import them by using Samigo
importer.
