[Building Sakai] Configure a role of instructor so that he just can update Site Info (course's syllabus) only

Hi all,
I have a question is can we configure a role of instructor so that the
instructor just can update Site Info (in our university, it's course's
syllabus) only?
If we can't configure, is there another tool to use?
