[Building Sakai] Resource Notifications

[Raad Al-Rawi]

I've tested this (on 2.7) and when uploading a new resource, applying a group restriction, and choosing either High or Low email notification, the notifications only go to:

 1. site maintainers (or members with the content.all.groups permission)
 2. members of the group
