[Building Sakai] jQuery not defined Sakai 2.9.x

It's related to this bug:

For b07 we plan to update portal/help and reference and get everything up
to sync with trunk which would fix this.

I think the temporary fix would be to manually create the
webapps/library/js/jquery/1.7.1 directory and copy the js file also from
here into that directory.
