[Building Sakai] jQuery not defined Sakai 2.9.x

... with the underlying cause of the above ticket.

I suspect that it is the same thing you're seeing. I've just fixed this
directly in 2.9.x by copying over the referenced version of jquery so if
you update your 2.9.x source you'll get the change. As Matthew's just said,
a clean copy of the portal and its js and skins is slated to be be part of
2.9 from the next beta, so this was just a temporary fix to keep things
going.
