[Building Sakai] jQuery not defined Sakai 2.9.x

Hi,
    in my installation I cannot click on few places like "more sites" or 
workspace to change my preferences. In firefox I noticed these error 
messages
[16:21:28.651] jQuery is not defined @ 
https://xxxxxx/portal/scripts/neoscripts.js:114
[16:21:28.653] $ is not defined @ https://xxxx/portal/scripts/chat.js:651
[16:21:28.656] jQuery is not defined @ https://xxxu/portal:271
Any idea why is this happening?
