[Building Sakai] Assignments non-electronic submissions

Assignments developers,

We have noticed recently that if an assignment is set to 'Non-electronic' as the submission type, the assignment list will show that all students have submitted the assignments (see attached screenshot) , right after the assignment is created. So it appears to the instructor that the assignment has everyone's submission(even when the assignment is not open yet), but appears to students as "not started".  Is this by design? In addition, the submission number shown (e.g. 26 in the screenshot) is not the number of students currently enrolled, but includes all students who were enrolled and later dropped(a bigger number as you see when you click on "Enrollment Status" in Roster tool). Any one has any idea on this?  We are running sakai 2.7.x + Oracle 10g.
