[Building Sakai] Assignments non-electronic submissions

Hi, Kelly:

The way to count submissions to non-electronic assignment is "by design". Non-electronic assignment serves as a placeholder for entering grades/comments for hand-in submissions. The number shown in the in/new column is the number of site members with assignment submission permission at the moment. If any student enrolled and later dropped, the count should reflect the change. Please submit a jira otherwise.

For non-electronic assignment, the system is not aware of when the student actually turned in submissions, so the student will see the submission status as "not started", with the instruction of "This assignment does not accept online submissions. Contact your instructor for additional instructions." After the instructor received the submission and graded it in Sakai, the submission status changes to "Returned" accordingly. 

I found one problem here: The in/new column count of non-electronic assignment starts as #(total number of submitters)/#(total number of submitters) after the assignment creation, and remains unchanged even after the instructor graded and returned several submissions. I've created SAK-21636 for this.
