MSGCNTR is (more or less) on the same release cycle as Sakai 2.9.

Its usually better to wait.  I would suspect that the testing would be done
before the official release of 2.9 however.  Once you see a 3.0.0 version,
go for it.

I would doubt it, however a lot of the new features are running in
production for our clients in a backfill branch (see list at:
https://source.sakaiproject.org/svn/msub/longsight.com/msgcntr/msgcntr-2.8.x-features-backport/CUSTOMIZATIONS.txt
